it means that there is NO possible way to make your eyebrows look identical so you shouldn’t even try. when youre filling in your brows they’ll look alike but never freakishly the same.

I’m pretty sure she just means that the brows are meant to look similar, much like sisters/siblings do, as opposed to looking exactly the same. Which makes sense, since there are very few people that are perfectly symmetrical!
